States that are owned by one country but are controlled by another are considered occupied. A state is considered to be controlled by the party holding a majority of the state's victory points.

Occupation policy[edit]

Harsher policies extract more resources and industry out of the occupied states. However, they also increase resistance growth, require more Political Power to maintain, and reduce manpower. Specifically, occupation's effect on industry is determined by aggregating the factories (civilian, military, and dockyards) of occupied territories and applying the industry penalty separately to each type of factory, rounding to the nearest whole number. For example, occupying a small country with 1 dockyard and a 30% penalty to factories will give 1*.7 = .7, rounding up to 1 dockyard. However, if the player builds another dockyard in the occupied country (whether it's in the same state as the first or not), they get 2*.7 = 1.4, rounding down to the same 1 dockyard. It is unknown whether the calculations are aggregated between all occupied countries or done on a per-country basis.

Occupation vs. Annexation[edit]

When states are annexed in a peace conference, they are no longer considered occupied and all penalties and resistance immediately ends. However, annexed states in most cases then act as colony states. This reduces the number of available shared slots by -50%; buildings in slots above the new limit will however continue to function. Occupying powers can build constructions in the occupied areas as if they had a core on that state. Manpower, however, is still reduced as in a colony state.

Resistance strength is increased daily by:

  • 0.1% for each victory point in the state.
  •  ? for resistance in neighboring states. This means it is much easier to halt resistances early.
  • Adjusted by Occupation Policy. Example: 50 victory points with Gentle occupation will increase resistance strength by 2% daily ().

Any modifier from occupation policy is then applied multiplicatively.

Suppression[edit]

Resistance strength is decreased daily by 0.1% for each unit of suppression in the province. Suppression is provided by the following unit types:

Effects[edit]

The effects of resistance scale proportionally. 100% resistance gives the following effects in the state:

  • −50% Local Supplies (i.e. not incoming)
  • +100% Intel to Enemies
  • +75% Chance to Sabotage Constructions
  • +25% Attrition
