Mengkukuo ( also known as Mengjiang in real life) is a Japanese integrated puppet state located within the Inner Mongolian region and far north of China. It borders China to the south of it,
Shanxi to the south west,
Mongolia to the north and
Manchukuo to the east. It is the weaker of the two initial Japanese puppet states with a small core population of around 2 million and possessing neither industry nor resources.
Historical background[edit]
Following Japan’s occupation of Manchuria in 1931 and the establishment of the puppet state of Manchukuo, Japan sought to expand its influence in Mongolia and North China. In a series of actions, starting in 1933, the armies of Manchukuo and Japan occupied Chahar and in 1936 formed the independent Mongol Military Government (later renamed to the Mongol United Autonomous Government), allied with Japan under Prince Demchugdongrub. In 1941, Mengkukuo was made part of Wang Jingwei's Reorganized National Government of the Republic of China, a puppet state of Japan but remained fully independent nonetheless. Mengkukuo's army also conquered the province of Suyiuan (which Mengkukuo later annexed) and fought alongside the Japanese for control of the provinces of Shanxi and Shaanxi. Mengkukuo ceased to exist in 1945 when it was invaded by the Soviet Red Army and Mongol Red Army as part of the Manchurian Strategic Offensive Operation. Most of the area, with the notable exception of Kalgan, is now part of Inner Mongolia in the People's Republic of China.

Mengkukuo's Military in 1936 consists of 3 divisions; 1 Infantry Division and 2 Cavalry Divisions. Mengkukuo has no Navy or Air force as Air and Naval technology has not been researched.
Strategies and guides[edit]
Playing as Mengkukuo is very hard, the first problem that needs to be addressed is the player's total lack of industry. Mengkukuo actually holds the title for having the lowest starting industry out of any nation in the game (not counting releasable nations).
Vanilla game[edit]
Rush the Industrial Focus branch of the national focus tree, completing all focuses in it will give you 3 Civilian Factories, 3 Military Factories and an additional Research slot at the end.
As far as production is concerned, Basic Infantry Equipment may be all the player can produce as while they can trade with their neighbour Manchukuo for steel, they do not have many factories to spare.
Once the player completes the Industrial Branch of the National Focus Tree, they can start working on the fascist part of the Political Branch. Militarism and Military Youth, in total will give the player an +7% increase in recruitable population. Mengkukuo does not have a big population so the aforementioned focuses can help to squeeze out as much manpower as possible. Paramilitarism reduces training time by –10% which is a nice bonus and it counteracts the +10% training time penalty inflicted by Extensive Conscription. Ideological Fanaticism increases National unity by +5% and gives a +20% attack and defense boost on core territory, something that may well be needed as Mengkukuo.
Once the player completes 10 National Focuses (or preferably all the aforementioned ones) they can activate the Increase Autonomy Continuous Focus and start working on slowly breaking free from Japan. It is a slow process but will eventually pay off in the end.
Waking the Tiger edition[edit]
Delete one unit and pick "Political Effort" as the first focus. Immediately spent it on the communist advisor. Your goal will be to declare civil war as soon as possible, even sooner depending if Japan decides to go with its fascist branch or not. Take "Collectivist Ethos" but don't take the nationalist branch yet, as it is required that Mengkukuo to have a high communist support. Spent your first pp (besides the advisor) on preparing a civil war. Don't take any focus to get pp to expand military support in the decisions. If the player wants to start the civil war, make sure you finish "Nationalism Focus" and have enough pp to start Anti-Communist raids and then "Ignite Civil War" to begin the independence of Mengjiang. As Mengjiang, the player only has to worry about Mengkukuo as neither Japan nor Manchukuo would do anything to help Mengkukuo other than possible lend-lease, which would be redundant if the civil war is ignited early. If AI Mengkukuo would try rushing his military factory focus, allow the AI to finish those focuses as you will take those factories whilst keeping Mengjiang's construction focus available for further expansion. Since the player deleted one unit, there should be only one unit each side. Whilst the player will be showered with infantry equipment from Mongolia and Tannu Tuva, Mengkukuo is left barren. Use the one unit to counter the other unit to buy time for train troops.
After defeating Mengkukuo, you will have the nationalist branch open for manpower and the communism to join the Comintern. Joining the faction will automatically make Mengjiang the second most populous communist nation with a free 7% manpower from the focus tree.
