Formable nations
Available only with the Waking the Tiger DLC enabled. |
Formable nations are special nations that do not exist in the 1936 or 1939 starting dates but can be formed through a decision enacted by certain nations provided they fulfill the needed requirements.
They act as cosmetic tags and change the name, flag and map color of the nation, but not other aspects like national focuses or advisors. Many formable nations do, however, grant cores on territory, which are otherwise unavailable, and thus allow a nation to increase its manpower and industrial capacity, in some cases decisively, though more practically, many of these merely represent ultimate end goals for ambitious players. There are a total of 21 formable nations by decision, with several others being formed within focus trees or events.

If Morocco or any other North African country is able to conquer southern Iberia, they gain access to a category of decisions called The Moorish Restoration, allowing them to revive the long-dead state of Al-Andalus and the caliphate of Cordoba, restoring Moorish rule to Iberia after a hiatus of roughly 440 years (since the collapse of the Emirate of Granada in 1492).
Once Al-Andalus is restored, the newly-formed nation will be able to sweep across the Islamic world, integrating all of North Africa, the Middle East, Arabia, Eastern Anatolia, Persia, and the Caucasus through decisions, eventually allowing them to proclaim the restoration of the Umayyad Caliphate (extant in 661-750 AD), uniting the Islamic world under one caliphate once again, after the collapse of the Ottoman Caliphate in 1922.

For too long, the Moors have been subjugated and abused by Latin powers. Now we have the ability to restore Al-Andalus and all the former territories of the Caliphate of Cordoba.
With Cordoba, the Emirate of Granada, and the majority of Southern Iberia under our control, we have the unique opportunity to restore the old Sultanate of Al-Andalus and proclaim all of its former territories as rightful parts of our state.

Prior to Umayyad rulership of Arabia, the Rashids reigned sovereign over the Arab world and it was under their rulership that the Caliphate spread into Persia and Hindustan. By recreating this ancient conquest, we may reunite Persia and the mythical land of Hindustan with our state.

Representing a single united Arab country for all Arabs, Arabia can be formed by any Arabic nation in the Middle East and the Arabian Peninsula and requires control over the historic Arab world, including the Middle East (the Levant), the Arabian Peninsula and North Africa.
The idea of a united Arabia has existed for almost as long as the Arabs themselves but the version depicted is based on a promise made through the MacMachon-Hussein Correspondence between the United Kingdom and Arabian separatists in the Ottoman Empire during World War I.
According to the promise, the United Kingdom agreed to recognize Arabian independence and grant the Arabs a united independent state in exchange for having the Arabs collaborate with the British and launching a revolt against the Ottomans.
The promise never came to realization, however, as is was negated by the Sykes-Picot agreement made between France and the
United Kingdom in 1916-1917 in which they divided up parts of Arabia amongst themselves while leaving the rest of the territory in the hands of
Saudi Arabia,
Iraq,
Yemen and
Oman, creating a collection of independent but weak and divided Arab states.

This country represents the pluri-ethnic empire created from the Austrian Empire through a Compromise by the Austrian King and Emperor Francis Joseph I in 1867 with the Hungarians which then existed until its collapse in 1918. Up until its collapse, the Austro-Hungarian Empire was the second-largest empire in Europe, second only to the Russian Empire.

By Germany[edit]
Should Germany goes towards restoring the Kaiserreich, it is possible to take the focus Rekindle Imperial Sentiment which will push the three main constituent countries to push towards the restoration. Once the Non-Aligned popularity in Austria,
Hungary, and
Czechoslovakia gets high enough, the three countries will unite and reform Austria-Hungary. The Austria-Hungary created from this focus is otherwise treated as
Austria rather than
Hungary and is unaffected by the Integrate War Economy focus. A player-controlled
Austria,
Hungary, or
Czechoslovakia is able to take the decision to form Austria-Hungary once Germany completes the focus and can be formed once the non-aligned popularity in all 3 countries gets above 40%, and will keep the original country's focuses and national spirits.

Similarly to the German Reich, should
Turkey reform the
Ottoman Empire they can take the focus 'Press the Austro-Hungarian Claim' which will give
Austria, the
Kingdom of Hungary, and
Czechoslovakia the same “Rekindle Imperial Sentiment” spirits and decisions.

The Hungarian national focus tree allows Hungary to become this new country, swapping colors with
Austria, if following the monarchist branch. It requires
Hungary to own all the states originally owned by
Austria.
Hungary gets a decision in

Ultimately, it never actually came into being but the Baltic states would continue to pursue a close relationship afterwards.

Byzantine Empire[edit]


The Byzantine Empire is a formable nation that represents the eastern half of the Roman Empire after the division of the Empire into East and West in 395 AD. After the fall of the Western Roman Empire in 476, the Eastern Roman Empire (also known as Byzantium) would go on to persist for (nearly) another thousand years until its own demise in 1453. Despite being called the Eastern Roman Empire, the Byzantine Empire was predominantly Greek in culture as opposed to the predominantly Latin-culture Western Roman Empire.

The state of Bursa (340) will be renamed to Thracia and Prusa rather than Edirne (341) to Thracia. the City of Bursa is renamed twice to Prusa. Province 940 is renamed to Ikonion despite the lack of a city with victory points when it should be Konya (Province 9861). Province 886 is renamed to Germanicia despite the lack of a city with victory points when it should be Kahramanmaraş (Province 6813).
Upon enacting the decision "Restore Byzantium", Greece will be renamed "Byzantium" and change color to a purple color. The Greek (Byzantine) capital will be moved to Istanbul, which is renamed back to Constantinople. All territories listed above will become Greek (Byzantine) cores.
In addition to the above, Greece and Byzantium have access to an additional set of decisions that, if enacted, will grant additional cores across North Africa (Egypt, Libya, and Tunis), the Levant and Italy. The Triumph for the Balkans decision allows the Byzantines to core and rename states and cities in the Balkan Region and is only available with the
Battle for the Bosporus DLC.

Representing a restoration of the Qing Dynasty, the last imperial dynasty of China which was founded in 1636 and ruled China from 1644 until its downfall in the Xinhai Revolution and Wuchang uprising of 1911-1912, the Chinese Empire is a special formable nation in Waking the Tiger that can only be formed by
Manchukuo through the National Focus
Claim the Mandate of Heaven.
In order to form this nation, Manchukuo must first take the National Focus Reclaim the Empire which will grant them cores on all Chinese states (that is; all territory controlled by
China,
Guangxi Clique,
Yunnan,
Xibei San Ma,
Shanxi,
Communist China and
Sinkiang) and then conquer said Chinese states aside for Macau (729), Hong Kong (326), Guangzhouwan (728) and Taiwan (524). After that, taking the National Focus
Reclaim the Mandate of Heaven will form the Chinese Empire.
Once formed, Manchukuo will change its name to The Chinese Empire, change its color to a darker yellow color and adopt the flag of the Qing Dynasty as its flag. Manchukuo's leader Aisin Gioro Puyi will change his portrait to one where he is wearing the traditional robes of the Chinese Emperor and a few days later, an event will fire elaborating on the restoration of the Qing Dynasty and Puyi's second coronation as Emperor of China, thus undoing the damage done by the Wuchang Uprising and Xinhai Revolution of 1911-1912.
If one wishes to restore the historic borders of the Qing Dynasty, they should take the National Focuses One China Policy to conquer all Chinese states (including Tibet) and then take the National Focus Demand Mongolia to annex
Mongolia and
Tannu Tuva. Furthermore, in order to reconquer Outer Manchuria, one should annex the states of Vladivistok (408), Khaborovsk (409), Birobidzhan (657), Nikolayevsk (560) and Amur (561) from the
Soviet Union.

The Confederated States of America can be formed when the
United States goes down the fascist branch of its national focus tree, the Boston Rebellion breaks out and the Loyalists carry out the national focus
Honor the Confederacy and all of the decisions it unlocks before the Second American Civil War ends.
Honor the Confederacy unlocks a set of decisions to "restore popular support for the new regime by connecting with the past", which in this case entails reforming the Confederacy from the First American Civil War, by doing things such as moving the capital to Richmond (the original confederate capital), "enshrining states' rights", "permitting confederate flags", "celebrating Montgomery Convention Day" and finally, rewriting the American constitution through the constitutional convention.
The nation will also appear (albeit named the Confederacy of American States) in the civil war that occurs when following the communist branch of the American national focus tree.

Oppose Hitler national focus and the Nazi government was overthrown, there is a 0,5% chance that the player will receive the option to install a "German-American architect" named Adam Hilt from Brownow, Arkansas (who looks "suspiciously familiar"), as the leader of the country.

Dominion of North America[edit]
The Dominion of North America is a special formable nation that can be created from
Canada by the
United Kingdom as a component in the formation of the
Imperial Federation. If the United Kingdom completes the National Focus "Unite the Anglosphere" and conquers and annexes all of the starting territory of the
United States, they will unlock a decision named "Create Pan-North American State", which will, when taken, give all US cores to Canada and give Canada cores on that land instead. Canada will also change its name to the "Dominion of North America" and adopt a new flag. If the United Kingdom forms the Imperial Federation while having the Dominion of North America as a puppet, they will gain cores on the entire dominion core territory (comprising all of Canada and the United States) as opposed to just Canada's core territory. It is easily accessible if the Fascist path is taken. If the Monarchy path is taken, usually the only choice available will be to form the United Kingdom of America instead. However should all of the core USA territory is taken by the UK but the US is puppeted by other in the faction, this option will be available. Another option is to not incite a civil war in Canada, and instead puppet them in the peace deal. This will allow you to take the decision after you annex the United States.

European Union[edit]
The European Union is a formable nation that represents a union between the original 6 countries that started the European Coal and Steel Community in 1952, the predecessor to the modern day European Union.
Historically speaking, France is the "legitimate founder" as after World War II with its homeland in ruins, its economy in shambles, its population depleted and its colonial empire breaking apart, France became desperate to avoid spiraling into a complete socio-economic meltdown and in 1956 the French government presented a proposal to form a Franco-British Union with the United Kingdom or simply joining the Commonwealth for aid. Both proposals fell through, and France instead turned to the defeated Axis Powers (Germany and Italy) of all nations and formed the European Coal and Steel Community alongside the Low countries to sustain itself, later reorganizing into the European Union.

Franco-British Union[edit]
The Franco-British Union is a union that
France and The
United Kingdom can form if France is capitulated by the Germans while allied to the UK, if both countries agree to the union, the United Kingdom will annex France and gain cores of all French cores. All French military units and leaders will be transferred to the UK.
The Franco-British Union almost came into being in 1940, where, with France on the verge of defeat, the French and British governments jointly discussed the concept of merging both countries into one and having the French government continue the war from overseas. This ultimately was not to be, as the French government was divided on the issue (seeing the union as little more than an underhanded British attempt to steal France's colonies and make Paris subordinate to London), and eventually the cabinet resigned, Marshal Philippe Petain came to power and concluded a ceasefire and armistice with Germany, forming
Vichy France, with the United Kingdom being left to fight off Germany alone.

Global Defense Council[edit]
The Global Defense Council is a formable "nation", that can be created by the
Regional Defense Council of Aragón through a National focus of the same name in the Anarchist path for Republican Spain.
Since an anarchist society is inherently incompatible with the way Nation-States are represented in HoI4, the Global Defense Council cannot be treated as a regular nation, state, or country like all others in-game. Instead, it consists of a myriad of local anarchist communes governed through direct democracy, where everyone is equal and there are no higher leaders or other positions of power. Instead of having an actual army to speak of, the anarchists simply focus on arming the people themselves, relying on self-organized militias and paramilitaries.
The "Global Defense Council" part of this "nation" simply exists because the anarchist communes have decided to band together for security and defense and the Global Defense Council itself is merely an organization formed for the purpose of coordinating the collective military actions of the anarchists.
The Global Defense Council possesses the unique ability to generate cores on any state in the world if it can occupy it and raise compliance high enough as in that case, the local population will simply organize into their own anarchist communes and join under the umbrella of the Global Defense Council. Notably, The Global Defense Council is not allowed to create collaborationist governments.
The ability to dynamically core any state comes at the expense of all other countries becoming hostile towards the GDC and will actively take steps to destroy it. The GDC cannot form or join factions and other nations will be hostile towards it. The GDC essentially stands alone against the entire world.

This nation represents the greater form of Colombia that existed from 1819 when the Spanish colony of New Granada declared independence and broke off from
Spain and lasted until 1831 when the nation broke apart and lost its former lands. This makes
Colombia the legitimate successor state but the nation can be formed by any of the eligible nations.

Representing a realization (in name) of Adolf Hitler's plans to forge a German nation spanning from the Low Countries to the Ural Mountains, Hearts of Iron 4 has far lower requirements for forming it.
To even be able to see the decision to form the Greater German Reich, the
German Reich must be fascist and fully control Ile de France (16) when either France doesn't exist or has capitulated. To actually form the nation the states of Leningrad (195) and Stalingrad (217) must be under German control. In addition, all owned German states must be under German control. In effect, this means an Allied landing will disqualify Germany from forming the Greater German Reich until it is repelled.

Holy Roman Empire[edit]
The Holy Roman Empire is a formable nation that represents the original H.R.E which was formed as a successor nation of the West Roman Empire in 800 and existed from 962 to 1806. It can only be formed by the
German Reich if they change ideology to Non-Aligned and go through a specific set of events.
- Formation
It is a little difficult to reform the Holy Roman Empire as it requires a special set of actions to be taken and requires a little luck in order for the correct events to happen.
To reform this nation, the focus Oppose Hitler must be chosen. In addition, the Hindenburg must survive, by using the air safety regulation decision, by being at war until the 5th of May 1937, or by a 30% chance. After the civil war is won, the focus Revive the Kaiserreich must be chosen, as well as Return of the Kaiser. After this focus is chosen, the Netherlands must be made to block the return of Wilhelm II, and then the option to return Wilhelm III to Germany must be chosen instead. This can be achieved by allowing the Dutch army to be stronger than the German, which, if not achieved through the losses of the civil war, can be done by disbanding most, if not all, of the army. Then, the focus An Alliance with the Shade, as well as its prerequisites, must be completed. Doing so gives three successive decisions: Reinstate Prince Wilhelm's Right of Succession, Modernize the Succession Laws, and Request Restoration of British Titles, after which Britain proposes a royal ceremony to restore the titles. Victoria Louise must be sent ahead of time to serve as a liaison. Unfortunately, the Royal Family will die in a crash on the Hindenburg, but Victoria Louise survives, becoming Victoria I, the new Kaiserin. With Victoria I in power, Germany is now eligible to restore the Holy Roman Empire and simply needs to conquer the requisite territories to enact the decision.
The splendor of our Kaiserin knows no bounds, and neither do the borders of our nation. These have now grown to encompass the limits of the old Holy Roman Empire, and the nations in our way are no longer in a position to object to our policies, The Kaiserin has decreed that the current opportunity shall be seized, and that the nation shall embrace its role as the spiritual successor of the Holy Roman Empire. Imperial Federation[edit]

The Imperial Federation is a special formable nation that only appears in the
Man The Guns DLC and can only be formed by the
United Kingdom as part of its National Focus Tree. The Imperial Federation was a proposal presented in the late 19th and early 20th century as the future of the British Empire was beginning to grow uncertain. Under the Imperial Federation proposal, the British Empire was to be unified into a single federal superstate in order to preserve both the empire and its relevance in the world. This ultimately never happened, as the Great Depression and the outbreak of both World Wars meant that colonial home rule was maintained due to social, military and economic strains and eventually, the British Empire fell apart when the dominions gained independence, with the
United States taking Great Britain's place as the primary world superpower. The remnants on the British Empire continue to exist in the form of the Commonwealth of Nations as well as the proposed CANZUK union and Pacific Union. In Hearts of Iron 4, however, with skillful gameplay, a player can not only form the Imperial Federation, thus ensuring the survival and continued existence (and power) of the British Empire, but the empire can even be expanded to the point of becoming something resembling a global hyperpower (i:e something bigger and stronger than even a global superpower).
The formation of the Imperial Federation is one of the lengthiest processes in the game; even if one dedicates all of their efforts into uniting the British Empire, one should still not expect to be able to form this nation until 4 years have passed at the earliest (around 1940). Despite that, however, with the Imperial Federation possessing the potential to (at its greatest size) allow one to merge the United Kingdom, the
United States,
France,
Germany,
Italy,
Netherlands,
Belgium,
Luxembourg,
Canada,
South Africa (as of Patch 1.10.1, It seems that the Imperial Federation does not core South Africa - see below),
British Raj,
Australia, and
New Zealand into a single superstate united under one banner with cores and everything, this is easily by far the strongest formable nation.
The Imperial Federation can be formed with any ideology except for Communism.
Formation[edit]
In order to form the Imperial Federation, the national focusReinforce the Empire must be taken to start down on the path to founding the Imperial Federation. After that, the national focus
Commonwealth Ties opens up the branch that ultimately leads to the Imperial Federation. This branch contains a series of national focuses that develop the UK's dominions by adding industry and building slots, along with slightly reducing the dominion's autonomy level due to the investment.
One important focus found in this branch is the Indian Autonomy which must be completed before the Imperial Conference is begun; otherwise the
British Raj will never agree to conference proposals, including the one to form the Imperial Federation. Since this focus grants the Raj increasing autonomy, to annex the Raj as quickly as possible, autonomy should ideally be granted immediately before the Imperial Conference.
Throughout this entire process, the United Kingdom must ensure that it maintains control over all of its dominions ( Canada,
South Africa,
British Raj,
Australia and
New Zealand) as they are all required for the final focus. It doesn't matter if some dominions break away before the Imperial Conference begins, as they can be reconquered and re-puppeted (although losing South Africa can cause complications in getting their cores - see Note 2 below). The UK simply needs to control all of the dominions while the two final focuses are carried out.
The first of the final two focuses in question is the Imperial Conference, which unlocks a series of decisions that allow the UK and the dominions to discuss matters concerning the whole British Empire. In order to successfully push through all of the proposals in the Imperial Conference, the player should save a minimum of 300 political power, and preferably 600-700 PP, in order to convince the dominions to accept the unification by improving relations (10 points times five dominions) and choosing to spend extra PP on each decision (up to additional PP per proposal). The British Raj must earlier have been satisfied by the Indian Autonomy focus in order to accept any proposals, regardless of diplomatic relations with the UK or extra PP spent.
"Discuss the Imperial Federation" must be the last decision taken. Only one decision can be debated at a time. The player will have two months (60 days) to carry out all five decisions; each decision resolves quickly.

When taken, each decision triggers an event where the UK can choose to spend different amounts of Political Power to convince the dominions to agree to the proposals. In order to maximize the chances of success, it is recommended to pick the bottom-most choice (to push as hard as possible) and to also improve relations with the dominions beforehand, as their opinion of the UK determines how likely they are to agree. If a dominion agrees to the proposal, their opinion of the UK will increase, increasing the chances of them agreeing to the final decision; the more decisions that the dominions agree to, the more likely they are to accept the Imperial Federation. Benefits of the four 50-PP decisions accrue to each dominion that agrees, and stack for the UK. Thus, the effects on the UK could be 3%-15%. Odds of each dominion agreeing are shown in the table below. The four 50-PP decisions can be accepted only by some dominions with reduced value to the UK. The Federation decision must be accepted unanimously to have any effect. The odds of successful passage of the Federation proposal are thus the chance below for each of the five dominions multiplied together. The net probability of all five dominions agreeing lies between 3.1% in the worst case to 52.8% in the best.

Once all four 50-PP-decisions have been resolved, the player can take the final Discuss Imperial Federation decision to actually propose the formation of the Imperial Federation. Once again, an event will fire giving the UK the opportunity to persuade the dominions to agree; the bottom-most +50 PP choice is again the one that results in the highest chance of dominions agreeing. However, in addition to the chances above, an AI dominion will always accept Imperial Federation if they have at least 100 opinion of the United Kingdom; at least 90 opinion with moderate pressure; or at least 80 opinion with extensive pressure. (This does not apply to the British Raj without Indian Autonomy, which will reject federation regardless of opinion or pressure.)
If all dominions agree to form the Federation, an event will fire that causes all dominions to begin to lose autonomy at a rate of 3,0 per day. Despite that, even when combined with the Suppress Subjects, it could still take around 4 years before the UK can reduce their autonomy to Integrated Puppet level. The process can be hastened by the usual means for reducing subject autonomy along with the Imperial Federation autonomy reduction. As each dominion reaches a lower autonomy level, additional PP must be spent to lower that dominion to the next level.
Once all of the dominions have been reduced to Integrated Puppet autonomy level, the player can take the final national focus Imperial Federation. Once that focus completes, the UK will annex all of its dominions, adopt a new name and flag, change its color to a deep red color and will gain cores on all of the dominion territory apart from the whole of India and Transvaal in South Africa. The UK will also inherit all military units and military leaders from its former dominions.
In addition to the core Federation, multiple possibilities for expanding the Empire exist:
First, if the United Kingdom defeats the
United States in a war through the national focus
Unite Anglosphere and all American cores are owned and controlled by the UK, a decision called "Create Pan-North-American State" will appear and once chosen, all North American territories owned by the UK will be given to
Canada, which will have its name changed to the "Dominion of North America", and gain cores on all US cores, including Alaska along with a new flag. After that is done, once the Imperial Federation is formed, the UK will also gain cores on all US core territory, greatly increasing both population, resource, and industrial capacity and expanding the Imperial Federation to an even greater size. For best results, one should complete the national focus
Imperial Conference and carry out all decisions in it first, then annex the United States and give all of their territory to Canada, and then finally complete the national focus
Imperial Federation after all that.
Second, if the United Kingdom is Fascist, then after the Imperial Federation is formed with the United States included, this opens up the curious fact of the United Kingdom being the only country that is allowed to form the
European Union while fascist, allowing the Imperial Federation to be expanded to its greatest possible size. The Imperial Federation simply needs to conquer and annex the starting core states of the EU:s constituent countries (France, Germany, Italy, and the Low countries) to unlock the decision to integrate them. If then formed, this Imperial "Super" Federation (comprising the British Empire, the United States and the European Union territories) will have a combined core population of nearly half a billion people (or nearly 500 million people, around the same level as the core population of
India or
China!).
Finally, if you get your dominions to form nations (such as New Zealand forming
Polynesia,
British Malaya forming the
Greater Indonesian Confederacy and
South Africa forming
Mutapa.) you can get cores on them as the Imperial Federation, thus if your dominions form nations and get cores on them, you can get cores on them through the Imperial Federation. However, these nations need to be fully independent for them to form these nations. Making this process almost impossible in singleplayer without console commands. Also, Polynesia requires Hawaii to be formed, this means that you will not be able to create both the pan-American state (needed for cores on the USA) and Polynesia at the same time.
The Imperial Federation will thus have been founded, ensuring that the British Empire shall indeed endure the test of time and last a thousand years like Winston Churchill once said. Rule Britannia!!
Note 1: ENG will not receive cores from the British Raj or British Malaya to illustrate cultural differences (also done to counteract the OPness of gaining full access to all Indian manpower, which even British Raj/India doesn’t get).
Note 2: When playing as monarchist UK with non-historical AI, there is a chance that the UK will not receive cores on South Africa even after a successful Imperial Conference. As of patch 1.10.3, the UK being granted South African cores requires that South Africa has completed the "Police Windhoek" national focus. If South Africa's "Support the Policy of Appeasement" focus isn't completed before the Dominions break with the Crown in 1936, the Police Windhoek focus will be blocked, making it impossible for the UK to receive South African cores via the Imperial Federation. (If historical AI is enabled, selects Support the Policy of Appeasement and Police Windhoek before the Dominions break away, avoiding this issue.)

The Ottoman Sultanate is a formable nation that represents the Turkish nation that was formed in 1299 and dominated the Middle East and Arabia between the 14th and 20th centuries in which it was most commonly known as the
Ottoman Empire. It entered into a period of stagnation and decline from the mid-1700s onwards and finally collapsed because of their involvement in the First World War in 1918, being officially dissolved in 1922-1923 with
Turkey being the successor state.

Somewhat uniquely, Polynesia can be formed if the forming nation is a puppet (dominion-level), meaning that it is possible for a nation to puppet one of the eligible nations and let it form Polynesia by giving it the requisite territories.
Out of all the eligible nations, New Zealand has by far the best hopes for forming Polynesia, due to it having the highest population and a unique national focus tree (if playing with the Together For Victory DLC).

Representing Fascist Italy's greatest ambition and perhaps the mightiest empire Europe has ever known, the
Roman Empire came into existence as part of a long process starting in 509 BC when the Roman Kingdom was replaced by the Roman Republic which would then proceed to conquer all of Italy, France, Greece, Iberia, the Low Countries as well as parts of Anatolia, and North Africa until 27 BC when the Roman Republic became the Roman Empire. After that, the Roman Empire went on to conquer all of England and Wales, Egypt, all of the Balkans, the rest of Anatolia, all of the Levant, a large chunk of Mesopotamia as well as pushing the Roman borders further and further into continental Central and Eastern Europe. The Roman Empire existed until 395 AD, when it was divided into the Eastern- and Western Roman Empire. The Western Roman Empire collapsed in 476 AD while the Eastern Roman Empire (Also known as
Byzantium, which can be formed by
Greece) would go on to persist until its demise in 1453. The last remnants of the Byzantine Empire (and by extension the Roman Empire) were wiped out in 1461-1475.
The idea of an Empire spanning the Mediterranean has in recent years been revived in the popular mind. Now, our military campaigns have exceeded the wildest dreams of even our most ardent supporters, and we find ourselves on the cusp of being able to realize these ambitions. Roma invicta!

The Italian state of Zara (163), though required, is not cored. The Turkish States of Istanbul (797), Amasya (798), Hatay (799) and Van (800) are required but are not cored. The states in the British Isles are not required, but will become cores on formation. The Yugoslavian states of Herzegovina (804), Kosovo (802) and Southern Serbia (803) as well as the French state of Pyrénées-Atlantique (806) are not required now will they get cores.
Once the decision "Realize Roman Ambitions" is enacted and the Roman Empire formed, Italy will change its name to "Imperium Romanum", change its color to a scarlet red and adopt a Roman imperial flag. Along with that, all the territories listed above will become Italian (Roman) cores. If Benito Mussolini is still in power when the New Roman Empire is formed, he will change his name to "Augustus Mussolini" and his portrait will change to a version of him wearing a golden laurel wreath.

Turan[edit]
Representing a unification of sorts between peoples hailing from the regions of Inner and Central Asia, Turan (or the
Turanian Empire) is a formable nation that really does not have any clear historical precedence. It is based on the rather dubious historical conception, known as Altaicism, that many Eurasian peoples, such as the Turkic, Mongolic, Siberian, Manchu, Korean, and even Finno-Ugric, Japanese and Sometimes Indoeuropean peoples share a common "Altaic" origin (named after the Altai mountains). This theory, however has very little legitimacy in linguistic and history academia outside of a turanist Turkey, where it can be taught as fact.
Turan can, among other things, "unite" with
Finland,
Estonia and Karelia. Why? Some nationalist Turkish historians still believe Ural-Altay language similarity between Turkic and Finno-Ugric peoples, even though these two ethnic groups have virtually nothing in common between them.
In fact, the formation of Turan requires
Turkey to more or less take on the role of a rogue state trying to serve its own interests against the wills of the major powers, which likely means causing quite a bit of ruckus both diplomatically and militarily (and most likely tearing off a large chunk of
China and ripping apart most of the
Soviet Union in the process). And if they are going to play the role of a rogue state then why not go all the way and become the ultimate pariah state by carving out an empire entirely through the force of arms alone?
As egrecious as that might sound, forming Turan (which becomes possible after completing the national focus
Turanist Ambition) will also grant cores on a fair bit of land, providing quite a bit of manpower and industry and Turan can also gain access to the unique Turanist Assimilation modifier, the exclusive and very powerful Reconciliation occupation law obtainable from the focus tree, and three very powerful turanist ministers which can be appointed to give a significant bonus to both core and non-core recruitable manpower as well as giving bonuses to compliance growth. All of these tools will help to keep this artificially created empire united and grant it the means to expand to even greater heights.

United Balkan Federation[edit]
The 24px United Balkan Federation is a formable nation that can only be formed by Bulgaria through the focus The Unification of the Balkans.
Forming the nation requires either a Communist Bulgaria to take the focus Balkan Federation of Socialist Republics or a Democratic Bulgaria to take A Balkan Confederation. Either will create a faction and unlock decisions to strengthen this respective ideology in all other Balkan Nations with the goal of pressuring them to join into said faction through the focus Bury the Grudges of the Past. Upon having at least one other Balkan Nation with the same ideology in the same faction, proceeding down the focustree will unlock the focus The Unification of the Balkans, which will grant Bulgaria cores on every Balkan state in Europe (which includes the core states of Romania,
Yugoslavia,
Albania,
Greece, Edirne and Istanbul), change Bulgaria to a deep black color and will send out an event to every Balkan member of Bulgarias faction, asking them to unite with Bulgaria. Upon acceptance, their current held territory is transferred to Bulgaria, Bulgaria will gain all units, equipment and military personnel of that nation and Bulgaria will enter all wars the accepting nation was currently in.

If Turkey was in Bulgarias faction, Bulgaria will not gain core on any Turkish state in the Middle East. Despite the misleading tooltip, Bulgaria will only gain a decision to demand Edirne and Istanbul (and every other Balkan state in Europe that they may hold) from Turkey if they are not at war, Bulgaria is Communist and Turkey is not in Bulgarias faction. However, had Turkey previously joined Bulgarias faction, they will be sent the same annexation event as every other nation, and upon acceptance will be absorbed entirely.
Despite unlocking Decisions and National Spirits to boost either Democracy or Communism in Turkey, Turkey will not get any events towards changing their ideology, and Kemalist Neutrality aswell as a big AI modifier forbid them from joining Bulgarias own faction in any situation but same-side war.
For The Unification of the Balkans to send out annexation events, Bulgaria needs not be the faction leader. As long as a Balkan Country with the same ideology as Bulgaria is in a faction with Bulgaria, the focus is unlocked and all events will fire.
Due to Petorkata enabling both the A Balkan Confederation Sub-branch and the Liberalization of Trade Policies Sub-branch, it is possible to form the United Balkan Federation as every ideology. However, neither the decisions to boost ideology nor the focus Bury the Grudges of the Past will account for this and still treat Bulgaria as if it were Democratic. Furthermore, neither the name nor the flag will change as they are the same for every ideology.
Uniting with any Balkan Nation will merge any wars, but will not transfer any wargoals. Foci that generate wargoals on any annexed nation that is not Bulgaria such as War with Greece will cancel.

The United Kingdom of America is a formable nation that can only be formed by a Monarchist (Non-Aligned)
United Kingdom under a specific set of circumstances.
In order to form the United Kingdom of America, the United Kingdom must force through the marriage of Edward VIII and Wallis Simpson, empower the King's Party, complete the National Focus Unite the Anglosphere and finally, conquer and own all of the starting core territory of the
United States. This will unlock a decision to "Install an American Monarchy", which, when taken, will release the United States as a puppet of the United Kingdom, turn them Non-Aligned and install Wallis Simpson (now known as Queen Wallis I) as the ruler of the country, now named the "United Kingdom of America". In addition to that, the State of Maryland (which contains Washington D.C.) will be renamed to "Duchy of Wallington" and the capital city of Washington D.C. will be renamed to "Wallington".

La Résistance DLC that represents the short-lived United Kingdom of Portugal, Brazil and the Algarves that existed from 1815 - 1825, although it had de facto dissolved by 1822.

It can be formed by Portugal through the focus
The Kingdom Reunited after restoring monarchies to both
Portugal and
Brazil via the
Estado Novo focus path. Both countries must be Non-Aligned and at peace to be able to form it.
Once the nation has been formed, Portugal will annex
Brazil and give
Portugal its cores. This can be obtained alongside the cores obtained through the
Luso-Tropicalism focus, giving the country a total of 52 million core population.

The United Netherlands is a formable nation that represents the Kingdom of the United Netherlands that existed in 1819-1839. Its historical capitals were Amsterdam, The Hague and Brussels. The
Netherlands is the legitimate successor state and with the
Man The Guns DLC it will have a branch of national focuses devoted to the reunification of the Low Countries.
