Naval doctrine is a technology group that allows a nation to specialize the way its navy conducts naval warfare. The doctrine tree consists of three exclusive branches that provide different bonuses. Each individual doctrine has a base research time of 200 days.

Doctrine branches

  • Fleet in Being: "A strong fleet focused around battleships means that we are a force to be reckoned with when deployed at sea."

This is the well-rounded general purpose set of naval doctrines that most substantial navies used. It enhances Search & Destroy for capital ships, submarine detection for screening ships, and bonuses for all classes, although subs seem least favored. This is the most powerful doctrine for surface action. It is the most efficient in responding to the escort needs of convoys and in anti-submarine warfare.

  • Trade Interdiction: "Against a stronger naval opponent we can focus on tying up their fleet and destroying supply lines to starve their war machine."

This is an offensive doctrine focusing on attacking enemy convoys with coordinated stealthy surface and submarine raiders that have superior abilities to find and destroy enemy shipping while evading enemy detection. Such stealthiness can also be valuable in normal combat or escaping from it, which is usually the best course. Submarines are made very dangerous to the enemy. The trade-off under this doctrine is that light cruisers and destroyers have mediocre anti-submarine warfare capabilities and weak escort efficiency bonuses, so vulnerable friendly shipping may require more effort to defend. Germany adopted the raiding strategy in its efforts in both world wars to strangle Great Britain by cutting off its shipping, but this can also be suitable for minors seeking a naval presence to strike enemy trade with moderate risk and expense.

  • Base Strike: "With a strong focus on carriers and their support, no enemy will be outside our reach, whether on land or at sea."

This is similar to the approach of Japan and the United States. It focuses on blue water navy carriers and their light cruiser and destroyer screens, with submarines also receiving decent bonuses for supporting carrier operations. There are no class-specific bonuses at all for battleships, battlecruisers or heavy cruisers, but if built they share the array of global bonuses under this doctrine. Having at least a few fast heavy cruisers that can keep pace with the carriers for bombardment and surface action is advisable, but it is possible to focus just on research and production of carriers, screens and carrier aircraft to make the best use of limited resources.

Some nations start the game with a pre-enabled naval doctrine:

Definitions and terminology

  • Search & destroy: Search & Destroy is a naval mission that attempts to find and eliminate a hostile fleet. The Search & Destroy mission keeps a fleet in a "Tight" formation (50% spread) making it easier to bring ships into battle more quickly at the expense of being able to find hostile ships. The higher the Search & Destroy rating, the faster allied ships will become involved in the fight. Naval engagements normally start off with just a few combatants involved. As the naval engagement continues, more and more ships from the sea zone are involved. A higher Search & Destroy rating speeds up the rate that friendly ships join the fight. This helps a country win the "firstest with the mostest" race. The Search & Destroy rating can be increased by researching the appropriate Naval doctrine.
  • Surface detection: Surface detection is a ship's ability to detect enemy vessels. A fleet can only engage ships if it knows they're there. A ship starts out hidden and has a chance to be spotted if it gets too close to an enemy ship (ships may also be spotted by aircraft). Surface detection may be increased by the following means:
  1. Adding more ships to a fleet or sea region
  2. Adding more planes to a sea region (gaining Air Superiority)
  3. Increasing radar in a sea region
  4. Having better decryption than an enemy vessel's encryption (+20% improved detection for every level that your decryption is better than the enemy's encryption, reference Defines DECRYPTION_SPOTTING_BONUS = 0.2)
  5. Researching higher level ships
  6. Researching naval doctrines that include a bonus to surface detection
  • Surface visibility: This is the "hide in shadows" score. The more visible a friendly surface ship is, the more likely an enemy will spot it and subsequently attack the friendly ship. The smaller the visibility, the better. The enemy can't destroy a fleet it can't see. For example, a Japanese fleet with minimal surface visibility score can sneak its surface fleet past Singapore in the Straits of Malacca. Surface visibility can be reduced (-10%) by hiring a raiding fleet naval manufacturer such as Germany's Blohm & Voss or by researching the proper naval doctrine.
  • Organization: Organization is an indicator of a ship's combat readiness. The higher the organization rating of a ship, the longer it can stay in a fight. A ship with low or no organization cannot fight or move effectively.
  • Submarine detection: Sub detection is a ship's ability to detect enemy submarines. A fleet can only engage submarines if it knows they're there. A submarine starts out hidden and has a chance to be spotted if it gets too close to an enemy ship (submarines may also be spotted by aircraft). Destroyers are best at hunting submarines followed by light cruisers due to their high sub detection ability and use of depth charges. Capital ships are poor at sub hunting due to their low sub detection and lack of depth charges. Sub detection may be increased by the following means:
  1. Adding more ships, especially destroyers and light cruisers, to a fleet or sea region
  5. Researching higher level destroyers and light cruisers
  6. Creating destroyer and light cruiser variants incorporating higher sub detection
  7. Hiring an escort fleet designer such as the United Kingdom's Yarrow Shipbuilders (+10% sub detection for screen ships)
  8. Researching naval doctrines that include a bonus to sub detection
  9. Adding an anti-submarine specialist (+10%), anti-submarine expert (+15%), or anti-submarine genius (+20%) to the military staff
  • Raiding Coordination: Raiding Coordination is a value that controls how quickly other submarines or surface raiders in a fleet can gather and help in the attack once an enemy convoy has been spotted. This value also controls how quickly the raiders can get away when enemy ships arrive.
  • Escort Efficiency: Escort Efficiency is a value that indicates how quickly a fleet on a convoy escort mission can gather and help in the defense of a convoy once an enemy raider has been detected. This counters an enemy's raiding coordination. The higher the escort efficiency, the more screening ships (destroyers and light cruisers) are involved in protecting convoys. An increased escort efficiency score also helps prevent troop transports being sunk (this might be wrong, please edit).
  • Capital ship armor: The purpose of armor is to help protect a ship from attack. Having armor that is equal to or greater than the opponents piercing value makes you take less damage (-90%); reference Defines COMBAT_ARMOR_PIERCING_DAMAGE_REDUCTION = -0.9. Having armor that is equal to or greater than the opponents piercing value also prevents an enemy ship from gaining a critical hit bonus; reference Defines COMBAT_ARMOR_PIERCING_CRITICAL_BONUS = 3.0.
  • Naval targeting: The higher the naval targeting number, the more likely a surface or carrier naval bomber is to hit an enemy ship (this might be wrong, please edit).
  • Naval AA (Anti-Air) attack: Naval Anti-Air Attack is a value that represents how much firepower that a ship carries for shooting down enemy planes. This value adds a positive modifier to the "to hit" dice of friendly ships' attacks against air units. The higher the number, the better, to protect against both land based and carrier based air attacks. The naval AA attack value also protects against port strike attacks. Researching the Grand Battlefleet Naval doctrine increases all of your ships' anti-air values by +10%.
  • Capital ship attack This value adds a positive modifier to the "to hit" dice of a large friendly ship. The higher the number, the better.
  • Carrier overcrowding: Carrier Overcrowding is the act of exceeding a carrier's deck size (plane limit) resulting in a penalty to carrier plane missions. For example, a carrier with a deck size of 45 is limited to a maximum of 45 planes before triggering the overcrowding penalty. Each plane exceeding 45 adds a mission penalty of approximately -4.4% per plane. If the total number of planes for this carrier was 55, then the 10 extra planes would result in a mission penalty of -44%. The Massed Strikes naval doctrine reduces the penalty for crowding too many planes on an aircraft carrier by -50%. In the example above, the Massed Strike naval doctrine would have reduced the overcrowding mission penalty from approximately -4.4% to -2.2% per plane or from -44% to -22% per 10 planes. The Massed Strike doctrine's significance is that it allows carriers to get more planes in the air even though over capacity. Bringing more aircraft to a fight is better.
  • Sortie efficiency: Sortie (sorties are air missions launched from an aircraft carrier) efficiency represents the speed of refueling and rearming planes on a carrier during battle. A higher sortie efficiency rating results in greater numbers of carrier based planes (not land based) joining in a fight. Sortie efficiency typically starts at 50% (reference Defines BASE_CARRIER_SORTIE_EFFICIENCY = 0.5) meaning that only half of your carrier planes may fly at the same time. Sortie efficiency can be increased via Naval doctrines and by adding a Navy Carrier specialist (+10%), Navy Carrier expert (+15%), or Navy Carrier genius (+20%) to your military staff.
  • Port strike: A port strike is an air attack against enemy ships located in a port. The number of airplanes involved in a port strike is increased by the port strike value (e.g. 50% more aircraft are involved in a port strike if you have the first "Base Strike" naval doctrine). Also note that a port strike cannot be performed unless the enemy has less than 30% air superiority (reference Defines PORT_STRIKE_ENEMY_SUPERIORITY_LIMIT = 0.3).
