Luxembourg is a tiny country consisting of only a single province that has very little means in terms of resources, manpower or industrial power and also shares borders with Germany, a country indefinitely superior to Luxembourg which also plans to invade it, playing as Luxembourg (and surviving for that matter) is very hard but doable.  If Luxembourg is to survive, then becoming friends with Germany is the first priority. Raising the relations high enough will allow the player to join the Axis, effectively removing the threat Germany poses and even turning it into some form of protection. In order to avoid being invaded however, Luxembourg should secure axis membership in order ''before'' 1939.  This is impossible unless one allows fascists to take the lead: choose a Fascist Demagogue as political advisor to increase the Fascist Party popularity until a fascist coup d'état is committed. Once great Luxembourg has a fascist regime, they should work on improving relations with Germany until they let them join the Axis.  If relations are good enough, it should be possible to pull of.  Once Luxembourg has secured their alliance, they should focus on changing their conscription laws to either Limited or Extensive Conscription as the situation demands in order to increase one's manpower to build up a military to defend their homeland from potential imperialist Belgians or French.  They should go for Political Effort, then Collectivist Ethos followed by Militarism, Military Youth and Paramilitarism to ease up the effort building an army.

Research takes on different role due to Luxembourg's limitations.  Researching new equipment is only done in order to make the researched equipment available for production once the sufficient means of production have been acquired.  Having everything ready and researched is useful in the long run but initially, Luxembourg should prioritize researching better Infantry- and Support equipment to make the Luxembourgian army stronger in the count since their initially limited manpower and size means that it's manpower is precious and every casualty and defeat one sustains will be ticking away percentages of the entire Luxembourgian population.  Researching the aforementioned subjects will allow one to increase the chances of success and minimize casualties. Motorized/Mechanized infantry and Tanks can come later as Luxembourg's limited industry does not allow for efficient production of them.
 
Researching airplanes or ships would also be pointless as Luxembourg has neither an airport to store the planes in, nor shores for ships.  Researching as a whole should be done liberally but production of researched equipment should be done with careful consideration as the initially limited industrial capacity and resources controlled by Luxembourg mean that one will only be able to produce limited quantities of everything.  The player should initially only attempt to produce Infantry- and Support Equipment as that probably will be the only equipment one can produce effectively.
 
 
 
As far as resources are concerned, Luxembourg also has very limited resources.  All they have is 8 units of Steel and nothing else; this means that picking a side is essential in ensuring that the player will gain the resources necessary to build up an army.

Alternatively, joining the Allies and surviving is possible.  As level 10 forts give a -150% modifier to enemy attacks, and as Luxembourg is classified as a Forest Terrain type, incoming attacks are reduced by at least 180%, meaning that most troops without large positive bonuses will not be able to do any damage at all to the Luxembourgish forces. Therefore, it is important to begin building forts on Day 1 of the game with one's limited Civilian Production. Taking the Deterrence Tree is important in this case, and World Tension will jump to 100% anyway in time.  Germany will also justify a war goal on Luxembourg, so one should be able to join the Allies. The only weakness of the Luxembourg is that they lack an air force in the face of German Bombings.  State-built Anti-Air defense will reduce effectiveness by 50%, so Forts will not require much repair.  If one joins the Allies, attempt to seize Bitburg, as it is the only Victory Point in the Moselland region, and this will result in a majority state control of the Moselland state.  The state is filled with 24 units of Aluminium and 100 units of steel, while also snatching it away from the Germans, so it is a highly worthwhile place focus the offensive on.  It is recommended that one builds forts there as soon as possible.

It has very little significance in the greater schemes of the great powers, and thus usually ends up as a footnote in history. Should a war break out between Germany and France, Luxembourg probably will be invaded because, like Belgium, it allows bypassing the heavily fortified French-German border. It's unlikely it would offer any major resistance.

Politics[edit]

In line with the Netherlands, their senior personal union partner at the time, Luxembourg became a democracy in the 1840s.

Being a democratic country, Luxembourg has a positive relationship with other Democratic countries (+20) and a slight negative relationship with everyone else (-10). It lacks colonies of any kind and does not hold any puppets at the start.
